Assessment – Clean and Green
The Wyoming County Assessment Office administers several property-related programs. The two primary programs are Clean and Green (preferential assessment for qualifying land) and Homestead/Farmstead (property tax relief for qualifying primary residences and farm buildings).
Clean and Green (Act 319)
Clean and Green is a preferential assessment program under Pennsylvania Act 319. It allows qualifying farmland, woodland, and open space to be assessed at its use value rather than market value, which can significantly lower the assessed value of enrolled land.

| Deadline to apply | Applications must be filed before June 1 of any year to qualify for the following year’s benefit. |
| Application fee | $50 |
| Do I need to reapply? | No. Once your application has been approved, you do not need to reapply unless there is a change in ownership or conditions of the enrolled property. |
| What about rollback taxes? | If enrolled land changes use or no longer qualifies, rollback taxes and penalties may apply. This includes certain activities related to the gas industry — see the Gas Industry page for details. |
Property Changes & Landowner Obligations
Property owners enrolled in Clean and Green are required to File an Act 319 Conveyance form with the Wyoming County Assessment Office thirty (30) days prior to any of the following:
- Changes in ownership
- Subdivision and/or Consolidation
- Change from one use Category to Another (i.e. Ag Reserve to Ag Use)
- Pending construction or earth disturbance on enrolled land
- New buildings or additions to existing structures
- Leasing of existing structures to third parties
Failure to notify the office may result in rollback taxes and penalties.
