Homestead and Farmstead exclusions are property tax relief programs provided under the PA Taxpayer Relief Act, a law passed by the PA General Assembly designed to reduce your property taxes.

If you own and live in your home as your primary residence, you may qualify for a Homestead exclusion. If you also own and operate a farm, qualifying farm buildings may be eligible for a Farmstead exclusion.

These programs reduce your property’s assessed value before your school district tax is calculated, which can lower your tax bill. The exclusion amount is determined by available funding and is applied by the school district.

How to Apply

Who can apply? Pennsylvania residents who own and occupy a property as their primary residence.

What Is a Homestead Exclusion?

Homestead properties include single-family homes, condominiums, cooperatives, and dwellings on leased land, as long as the owner lives there as a permanent residence. Rental properties, vacation homes, and camps do not qualify.

What Is a Farmstead Exclusion?

A Farmstead exclusion provides property tax relief for buildings and structures used for agricultural purposes — such as barns, silos, and equipment storage — on a qualifying farm. To qualify:

  • The farm must be 10 or more contiguous acres
  • The farm must be the primary residence of at least one owner
  • The buildings must be used primarily for agricultural purposes

Farms owned and operated by absentee owners are not eligible for the Farmstead exclusion. The Farmstead exclusion does not affect Clean and Green enrollment — you can have both.

Who Qualifies as an “Owner”?

Under Pennsylvania law, “owner” includes:

  • Joint tenants or tenants in common
  • A person purchasing property under a contract
  • Partial owners
  • A beneficiary of a will or trust, or a person who inherited property
  • A person who owns or is purchasing a dwelling on leased land
  • A person in possession under a life estate
  • A grantor who has placed property in a revocable trust
  • Members of a cooperative or condominium unit owners
  • Partners in a family farm partnership or shareholders in a family farm corporation

Trusts and Special Ownership

Not all trust-owned properties qualify for Homestead or Farmstead. Eligibility depends on the type of trust, who holds the ownership interest, and whether the property is the applicant’s primary residence.
