Pennsylvania Act 29 of 2026

Pennsylvania House Bill 858 was signed into law as Act No. 29 of 2026 on July 20, 2026. The law combats community blight by establishing a county-maintained contact registry for non-owner-occupied properties. Act 29 took effect on September 18, 2026.

Contact Registry Requirements

Buyers of non-owner-occupied properties — including businesses, LLCs, and applicable entities such as lenders following a sale or foreclosure — must provide the Wyoming County Assessment Office with contact information within 30 days of purchase.

Owner-occupied primary residences are exempt. If you own and occupy the property as your principal residence and domicile, you do not need to file under Act 29.

Required Information

The designated contact person must be someone with authority to repair, maintain, or resolve municipal code violations. The form requires:

  • Name of the designated contact person
  • Mailing address
  • Telephone number
  • Email address

Updates & Compliance

Any changes to contact information must be reported to the Wyoming County Assessment Office within 30 days of the change.

Penalties

Knowingly providing false information or failing to update contact information carries a fine of up to $500.
